Growing Apprenticeship in Nontraditional Sectors (GAINS)

  • Entities who are developing new, or building upon existing Registered Apprenticeship programs
  • Any employer, trade association, labor organization, and others providing apprenticeship programs for their industry
  • While all industries are encouraged to apply, preference will be given to targeted sectors including: Advanced Manufacturing Bio Pharma/Life Sciences Energy, Utilities and Infrastructure Retail, Hospitality and Tourism Financial Services/Insurance Transportation, Logistics and Distribution Information Technology/Cyber Security, Renewable Energy, Healthcare, Other Science, Technology, Engineering, and Mathematics (STEM) related sectors/occupations Construction & Building Trades Public Service.

Benefits

Eligible applicants can request funding up to $9,500 per registered apprentice to:

  • Offset administrative costs incurred creating the Registered Apprenticeship Program
  • Offset costs incurred for training the new apprentice
  • Provide a 50% wage reimbursement for the first twelve months of newly hired apprentices’ employment for occupations paying a starting wage of at least $16.00 per hour

Benefits

  • Grants of up to $5M per year for municipal and county redevelopment authorities
  • Loans up to $500,000 per year for private entities and $2M per year for public entities
  • $10M is also available each year to support recreation/conservation, renewable energy, and affordable housing projects
  • Funds are for environmental assessment, investigation, and remediation activities. Hazardous Discharge Site Remediation Fund (HDSRF) funds can also be leveraged to obtain funds from other sources such as U.S. Environmental Protection Agency (USEPA)

Main Street Micro Business Loan

Eligibility

Nonprofit, for profit, and home-based micro businesses interested in applying for the Main Street Micro Business Loan must meet the following eligibility requirements:

  • Must have less than $1.5M in annual gross revenue for the most current fiscal year (to the extent the business has annual revenues)
  • Must have a credit score of at least a 600 from at least one owner to be eligible
  • Must have no more than 10 full-time employees (All employees must work in New Jersey as evidenced by WR-30 filings. There is no minimum employee number and sole proprietors are eligible.)
  • Must be formed at least six months prior to the date of application, as evidenced by the date of formation/incorporation

Benefits

  • Future operating expenses, including working capital to fund future operating expenses (for example, payroll, rent, mortgage, utilities, taxes, and inventory)
  • Future purchases of equipment as long as installation and construction costs do not exceed $1,999.99

Home-based businesses cannot use loan proceeds for any residential costs (i.e. home mortgage/lease payments).

Eligibility

  • Must be a commercial building owner or a commercial tenant with landlord/building owner approval for the proposed project
  • Must have a valid New Jersey tax clearance certificate no older than 180 days at the time of application approval
  • Must be in good standing with the New Jersey Department of Labor and Workforce Development (DOL) and the New Jersey Department of Environmental Protection (DEP)
  • Must demonstrate proof of funding/financing for the estimated project costs plus a 15% project contingency following grant award approval and before finalizing the grant agreement
  • The building must be located in Newark, Edison, or Atlantic City
  • Must meet building occupancy classifications: Mercantile Group M, Assembly Group A-2, or Business Group B per the New Jersey Building Code
  • All work must comply with NJ prevailing wage and affirmative action requirements
  • Total eligible project costs must be greater than or equal to $100,000 (no upper limit)
  • Projects must not involve new construction or enlargements (adding square footage)
  • Must switch 75% or more of building space heating loads from fossil fuel-based systems to non-combustion-based systems with low to zero direct operating emissions
  • Must replace 75% or more of existing high global warming potential (GWP) refrigerants with lower GWP alternatives
  • The 75% switching requirement applies only to the portions of the building within the tenant’s lease or the building systems affecting the tenant’s space

Benefits

Grant awards will cover 50% of eligible project costs up to a maximum award of $1,000,000 per project (with a minimum award amount of $50,000 per project).
